Victor Park apartmentsVictory Park is a 65-acre, high-rise mixed-use development built on a former Brownfield site on the north side of Woodall Rodgers Fwy. from Downtown Dallas. Under the 2001 Land Use Transportation Joint Venture Call for Projects, NCTCOG funded $6.8 million for the City of Dallas to make infrastructure improvements and connections to the development.

The Victory Station is served by the Trinity Railway Express commuter line, Dallas Area Rapid Transit’s (DART) Green and Orange light rail lines, and the Red and Blue Line special event trains. The American Airlines Center (AAC) in Victory Park hosts the Dallas Stars of the National Hockey League and the Dallas Mavericks of the National Basketball Association, and various concerts and events annually.

All of this activity and a growing resident and office population provide a ready customer base for restaurants and retail shops on the ground floor of many of the mixed-use buildings. According to the City of Dallas’ Sports Arena Tax Increment Finance (TIF) District, eight buildings have been completed in Victory Park between 2001 and 2009 with approximately 770 homes, 220,000 sq. ft. of retail space, 250 hotel rooms, and 505,000 sq. ft. of office space.

The south end of the development is connected to the West End Historic District by a plaza and the north end is the starting point of the Katy Trail. The Katy Trail is currently a seven-mile multi-use trail that is being extended to the Trinity River trail system via the Trinity Strand Trail. The Katy is one of the most popular trails in North Texas.

Victory Park was built on top of a former TXU electric plant and rail yard, which was previously a Brownfield site. The land was cleaned up at a cost of $12 million with technical assistance from the Environmental Protection Agency Brownfield Grant Program. The City of Dallas, Dallas County, Dallas ISD, and Parkland Hospital contributed $40 million through the Sports Arena TIF District to pay for infrastructure to support the development. The City of Dallas partnered with the private sector to build the $420 million AAC.
